Contrary to popular belief, the leader isn't as important to creating a movement as the first follower.
Case in point:
Moses was the leader in the parting of the red sea, but Moses was not the first person to set foot onto the red sea.

2 And all that you’ve learned from me, confirmed by the integrity of my life, deposit into faithful leaders who are competent to teach [others]
Can you see the formation of the movement?
In 2 Timothy 2:2, the movement started with the first follower believing in the integrity of the life of his/her leader.
Whether s/he is following a phantom or authentic leader, s/he truly may not know. But what engenders the courage to follow and take the first step (as a first follower) is the integrity of the life of the leader.
This cycle then repeats itself through future deposits into other "faithful leaders," only to wake up one day to discover that a movement has been formed.
